What Is LOLER? A Plain-English Guide for MEWP Owners
LOLER – the Lifting Operations and Lifting Equipment Regulations 1998 – is the law that covers equipment used to lift loads or people at work in the UK. If you own or operate a scissor lift, boom lift or personnel lift, it applies to you.
What LOLER requires
- Equipment must be suitable and strong enough for the job it is used for.
- Lifting operations must be planned and carried out by competent people.
- Equipment must be thoroughly examined by a competent person at set intervals.
- Records must be kept of every thorough examination.
How often does a MEWP need a thorough examination?
Equipment used to lift people – which includes every MEWP – must be thoroughly examined at least every six months, or in line with a written scheme of examination drawn up by a competent person. Equipment that only lifts loads must be examined at least every 12 months. A thorough examination is also needed after anything that could affect safety, such as damage or major repairs.
What should a LOLER report include?
- The machine's make, model and serial number
- The date of the examination and the date the next one is due
- Any defects found, and whether they are a danger
- The name and details of the person who carried it out
Always check that the serial number on the report matches the machine in front of you.
